Lasher has been posting videos at anti-ICE protests and interviews with Minnesota lawmakers opposed to President Donald Trump’s deportation policies and learning about ICE resistance tactics.

Micah Lasher, who is running in a crowded primary to represent a congressional district in Manhattan, posted “Abolish ICE” on X last week and argued in an interview that it was time to do away with the agency, which was established in 2003 as part of the newly created Department of Homeland Security.

Lasher said the concept is based on a theory known as “converse 1983.” It maintains that federal officials should be liable in state courts should they violate federal civil rights laws, just as Section 1983 of the federal code made state and local officials liable in federal court should they violate those statues.
